Microsoft's SilverLight is a competitor to Adobe Flash. It is a browser plugin which enables webmasters to write cool, excellent-looking, vectorial web sites.

You can safely remove this you may come accross few websites that require it to watch videos like at Microsoft.com and if you do just reinstall it. Been 4 years now since I uninstalled this and surfe the web avidly haven't had the need to reinstall it yet.
